Is It Possible To Animate A Cartoon Series This Way?

I'm planning on making a full length cartoon using only mspaint , windows movie maker and nero vision. I did this once before and made a 45 second cartoon when I was in grade 10,my one friend thought it was awesome .I'm done with school now and have a lot of free time, I'm planning on posting it on youtube when I'm done. So do you think it would be possible to make a generally good anime like cartoon this
