Chromatic Build-up Sound Before Choruses In Dance Pop Music?

I'm not really sure what to call it. It's sort of like the Doppler Effect. It's this chromatic build up of pitch that ascends slowly until peaking right as the chorus goes in, and then it drops straight down. It's found in many dance songs and lots of mainstream pop. An example is right before the chorus to Dynamite by Taio Cruz. http://www.youtube.com/watch?v=sLqdRmwY6…
My questions are:
*What do I call this effect?
*Where can I get this effect, or how can I produce it?
I think it
