How To Draw Good Anime/manga?

I want the cute hair, that twirls around like ion real-life, and the symmetrical head shape, the proportional body, curvy legs, perfect hands, cute faces, adorable eyes!!! I want it all!!!! I haven't been drawing for a year yet, but I want this stuff... I have improved ALOT but, I can't pay for online tutorials and I want the really good stuff!
