I have been wondering what decides a manga's rating. So what makes a manga Mature (M), and what is the difference between Teen (T) and Older Teen (OT)?
For example, Dogs: Bullets and Carnage is rated M, yet Higurashi (and all of its stories) are only OT.
Dogs seems to have less blood than Higurashi, and it's not ecchi either.
