Can You Identify This Manga?

well the first chapter of this manga is of a boy (who accidently burned his school down with his friends but he was the only one who didnt get in trouble). i believe the boy was either on his way to, or from school and he saw a guy get hit by a train or a bus. a passing by girl saw the boy near the guy and chained him to the guy who got hit to make sure he wouldnt run away (assuming he killed him). but the guy hit by the train wasn't dead and it turns out he has amnesia. the
